In 2008 the CHFWCNY as part of its Southern Finger Lakes Fund (SFLF) awarded a grant of $40,000 to the S2AY Rural Health Network to commission a study of county-operated home care agencies in the counties of Chemung, Schuyler and Steuben which comprise our SFLF region. Additionally, the public health home care programs in the counties of Ontario, Wayne and Yates were included in the analysis.

The report, Examination of the Provision of Home Care at Selected Public Health Departments in NYS, was developed by consultants Thomas H. Dennison, PhD and Jean B. Heady, RN, MSN. This analysis offers findings and recommendations around a basic point of inquiry: "Is there value and cost savings to be realized in designing a model through which county health departments might integrate their home care programs into a regional service?"
